Dhaka (Bangladesh) traffic has been called one of the 7 wonders of the modern world. To be fair, this is a street adjacent to New Market and isn’t really a normal traffic road. For example, rickshaws are prohibited. Bangladesh has been promoting the use of natural gas (CNG) for over a decade resulting in significant reduction in smog.

560th Battlefield Surveillance Brigade takes charge of Task Force Kitgum
For Combined Joint Task Force Lion by Spc. Jason Nolte, 21st Theater Sustainment Command
KITGUM, Uganda – When the newly established U.S. Army Africa (USARAF) needed a unit to help provide command and control of a remote field site during Exercise Natural Fire 10, the 560th Battlefield Surveillance Brigade, an Army National Guard unit from Fort Gillem, Ga., was quick to volunteer.
Lt. Col. Raquel Durden, administrative officer, 560th BSB, explains why, “In the Georgia Army National Guard, we deal with a lot of weather-related activities. We thought this would be a good way to exercise our ability to coordinate with staff.”
The remote site in Kitgum, located an eight-hour drive from the main exercise headquarters in Entebbe, was the base for a combined, joint task force responsible for humanitarian and civic assistance and field training with military personnel from the United States and five East African partner nations.
That means boots on the ground, in the mud, with the Soldiers, Sailors, Marines and Airmen who make up Task Force Kitgum.
1st Sgt. Scott Turner, B Company, 221 Military Intelligence Battalion, 560th BSB, says the 560th is exercising its operations cell for the challenging mission of coordinating all the moving parts for the medical, dental, engineering and field training exercise events.
Durden agrees on the challenge, “We have a lot of different detachments and elements underneath us. A lot of these units are used to operating independently, so synchronizing the operations of a lot of people who are used to moving out on their own is a big challenge, and it’s very necessary. We contribute to success directly by synchronizing and orchestrating all the operations.”
In addition to the U.S. forces, acting as C2 during a multilateral exercise requires the 560th to synchronize with the militaries of the East African partner nations of Burundi, Kenya, Rwanda, Tanzania, and the host nation, Uganda. The Tactical Operations Center (TOC) is a buzz with activity and partner nation visitors.
Turner says, “We have to coordinate everything for everybody in Kitgum to make sure they’re partnered with their proper countries to execute the operation.”
Because Natural Fire 10 is a partnership exercise between five East African nations and the United States, it’s all about learning from each other and building capabilities of everyone involved, including the 560th.
Durden points to the mutual learning with the partner nations, “They’re very interested in how we do things and what we do. When appropriate, they might share how they do something better. There’s been a nice give and take.”
Turner is seeing the benefits already, “It’s building our capabilities by reinforcing the team for a possible future deployment, and strengthening our leadership skills by working in a very constrained environment.”
While the exercise is led by an active duty unit, Reserve and National Guard personnel play a very large, important role.
“The mission involves hundreds of U.S. service members and hundreds from the East African countries,” Turner says. “There is a significant number of personnel on the ground that are Army National Guard, Army Reserves and Marine Reserves.”
In fact, dental and medical humanitarian aid, military-to-military training, force protection, and aviation during Natural Fire 10 are all being handled by citizen soldiers. And of course, command and control is in the hands of the 560th BSB.
“There are police officers, engineers, architects, and all those kinds of people that are working in the TOC right now who have left their jobs behind and are coming over here to do this,” Turner says.
At the end of the day, a stronger, more capable 560th will return to Georgia, bringing home skills to perform more effectively in a disaster relief role, friendships with the African partners, and the knowledge that they contributed to a successfully accomplished mission in Natural Fire 10.
